The Frost Sac is a part from the Hirabami
, a flying snake monster found in the ice caves in the second chapter of the main story.

It has a 23% chance of dropping the part, so if you don’t collect a Frost Sac during the Hirabami story quest, your second hunt should net you one.

The Frost Sac is only available from the low-ranked version of the Hirabami;
the High Rank Hirabami drops the Freezer Sac

Frost Sac only from killing Legania?

So I've been trying to make the full Legania (spelling?) set including weapon but I need a total of four frost sacks. I have captured the thing five or six times total and not a single frost sack.

I read the item description and it said it was an internal organ. So I decided to kill it for the first time just to see what would happen and got a frost sack. I've killed Legania three more times since then and every single time I've gotten a frost sack

Is that just messed up RNG or do certain monster parts only drop from slaying? If that's the case every single bit of information I read online is incorrect as it said I could get a frost sack from capturing

EDIT: Another slaying and a frost sack... about to try a capture just to see. Maybe someone else can try it on their own?

EDIT#2: and another capture with no frost sack. Getting really hard to believe that's just RNG
